Orol WASHINGTON (MarketWatch) -- A controversial measure requiring the government to conduct an unprecedented one-time audit of the Federal Reserve's economic crisis response programs was approved with overwhelming bipartisan support Tuesday by the Senate as part of sweeping bank reform legislation. The amendment also calls for releasing the names of institutions that received in total more than $2 trillion in loans from the central bank during the peak of the financial crisis. The provision received a vote of 96-0, with many lawmakers agreeing to back it following a compromise reached late Thursday. "This makes it clear that the Fed can no longer operate under the kind of secrecy it has been operating under," said Sen. Bernie Sanders, I-Vt., the measure's author.

Floating Oil Storage To Keep Ceiling On Near-Term Prices -IEALast update: 2/11/2009 8:11:46 AMLONDON (Dow Jones)--A glut of crude oil being held in floating storage will keep a lid on near-term futures and physical prices, until production cuts by members of the Organization of Petroleum Exporting Countries or rising demand tighten prompt markets, the International Energy Agency said in a report Wednesday. Fifty million to 80 million barrels-a-day of oil are being held in offshore tankers, primarily in the U.S. Gulf of Mexico and the North Sea, as market participants take advantage of a deep contango for both paper and physical crude markets, where future barrels sell for more than prompt barrels. Looking ahead, as freight rates weaken in line with OPEC supply cuts and U.S refinery activity slows in to the second quarter, market players may look to move some of this oil onshore, the agency said, topping up the U.S. Strategic Petroleum Reserve could also take in some Gulf Coast barrels. However, the agency added that it was likely that, as oil moves onshore, "Organization for Economic Cooperation and Development stocks will swell and depress prompt markets, creating incentives for more floating storage and injecting volatility into any drawdown." BP PLC (BP) released its first North Sea Forties crude oil cargo from its floating storage Tuesday, and more sales are expected in coming days. |
